VAT logic for countries not applying VAT

Vendors who use VAT tax profiles on products now will be able to automatically hide the VAT fields when the selected country does not apply VAT.

This improvement is helpful for vendors with customers who are not required to use VAT in order to prevent confusion on the checkout.

This new feature is automatic and does not require vendors to make any changes to their tax profiles.
